A hasty and poorly executed switch from the Integrated Personnel and Payroll Information System (IPPIS) to the Government Integrated Financial Management Information System (GIFMIS) has been held accountable by the federal government for ongoing salary delays and irregularities in federal universities and other postsecondary institutions.

IPPIS is a centralized payroll system created to eradicate fraud and ghost workers while guaranteeing timely and correct payments to government employees. In contrast, the federal government’s accounting, reporting, and budgeting procedures are streamlined using the digital platform GIFMIS.
Government authorities claim that the changeover process has made long-standing problems at higher institutions—such as excessive salary payments, erratic hiring practices, unremitted deductions, and unapproved allowances—even worse.
